He makes an emphatic gesture with his other hand. Behind is a stylised view of Florence, with the Palazzo Vecchio and Duomo at the centre. The identity of the artist has not been resolved. Originally acquired as by the Milanese painter Andrea da Solario, it was later considered Florentine. A recent suggestion is Niccolò Soggi (c.1480-1552) who was active for a time in Prato, near Florence. The carved frame is Italian.
